As part of the pilot, the company formulated a spatial strategy that links all heritage sites and values in the area for the benefit of a detailed development plan that can be implemented and executed in multiple phases.
Gezer Regional Council, comprising within its borders historical sites of significance intertwining the history of the Jewish people and of the land of Israel, was selected by the Ministry of Jerusalem and Heritage and the Government Tourism Corporation as a national pilot project for the development of spatial heritage. This is the first time the ministry has sought to develop an entire region from a comprehensive perspective that offers a physical interpretation of the term.
As part of the pilot project, the company formulated a spatial strategy that links all of the area’s heritage sites and principles in a detailed development plan, which can be implemented in multiple phases. The plan defines an innovative model that regulates the interfaces between settlement, the environment, and heritage sites. This is a contemporary, progressive interpretation of the open space preservation and conservation policies currently accepted in Israel.
The company led the plan from a perspective that refers specifically to the open spaces and agricultural areas, as well as the underdeveloped seams in between, as the council's most significant heritage, settlement and economic asset, and as an accelerator for development and economic growth. The strategic concept at the heart of the plan was that the heritage plan lead to the creation of a significant layer of protection for the open spaces to prevent future development and enable future expansion of the process to developed properties and their contextual links.
