The project was carried out with the commitment to "repair without spoiling" and preserve the heterogeneous nature of the port, in terms of its social fabric, planning, and design. The project included rehabilitation of the port's infrastructure, including marine infrastructure and buildings, which were defined for a mix of uses, including cultural and recreational activities, as well as for meeting the needs of the fishing community.
Jaffa Port is one of the world’s oldest ports and one of the most important sites in Israel. The British carried out the port’s final iteration, and with cessation of its activity, it fell into neglect. After a government decision to privatize the port in 2007 fell through, the Tel Aviv-Yafo Municipality took up the task of its rehabilitation and operation through the Tel Aviv-Yafo Economic Development Authority, with the company’s administrative division overseeing the construction. The division led the process of renewal of the complex’s infrastructure and public areas, working with Jaffa’s residents to restore trust, particularly with the fishing community. It also led development of the port buildings for multi-use purposes, including temporary operation of Warehouse 2 as a leading cultural center hosting among others, Dvir Gallery, a Palestinian art gallery, Warehouse 2 Gallery, The Container, and Al Mina Theater. The design and planning was carried out with the commitment to preserve and “repair without spoiling” the port’s heterogeneous character. The project included rehabilitation of the port's infrastructure, including marine infrastructure and buildings designated for mixed use for cultural and recreational activities as well as for the needs of the fishing community. The port underwent rebranding, including signage and design of the public space. The operations division was tasked with managing the port’s properties, dock, and ongoing operations. All operations were performed in dialogue with Jaffa’s fishing community and diverse population in order to build trust between the project’s developers and residents, the fishing community, and the owners of the vessels in the port. The company operated at the port until 2012, leading it to growth in visitor numbers and areas of activity.
