The work included in-depth data analysis of the existing and potential ecosystem on Haifa's seafront, spatial analysis, formulation of a vision and development and implementation plan

Development of a strategic-implementation plan for the seafront area, Lower City and Bat Galim in Haifa, in collaboration with key stakeholders in the region, the Technion, University of Haifa, Rambam and Bnei Zion medical centers, the Israel Oceanographic and Limnological Research Institute, the Navy, and numerous private entities such as investment funds, venture capital funds, incubators for ventures and private entrepreneurs operating in the Lower City in the emerging innovation district area.

The plan outlines 3 main areas of focus: health sciences and biotech, blue economy and marine sciences, and startups. The plan includes recommendations for developing and initiating real estate projects in the area, including a biotech complex in Bat Galim, office complexes and more.
