Following the government strategy for developing growth engines based on knowledge-intensive industries in Israeli metropolises, the program team worked to formulate a strategic plan for establishing 2 innovation districts in Jerusalem, in the eastern and western parts of the city. The plan was led by the Ministry of Innovation, Science and Technology, the Ministry of Jerusalem, the Jerusalem Municipality and the Jerusalem Development Authority, along with the city's leading academic institutions - the Hebrew University, Azrieli College and Lev Academic College.
The plan was based on identifying key areas for collaboration between institutions to advance applied-technological research and development and identifying the spaces and tools for promoting and deepening these collaborations. The plan addressed East Jerusalem as a network of centers that moves between north and south and generates activity in the fields of technological training, entrepreneurship and academic development.
The formulation of the plan led to a government decision to fund the project for a total of 10 million NIS
